"Written messages" for the veterinary medicinal product (TAM) database in the traceability and information system (HI-Tier)

Keepers of fattening pigs, beef cattle and fattening poultry who do not enter their pharmaceutical notifications in HI-Tier TAM themselves, but rather send them in writing to the regional office, please send them to AFC Public Services GmbH with immediate effect. This applies in particular to the "written insurance" to be submitted every six months by the animal keeper (Form IV). If possible, the information should be sent by fax or in a scanned form (because of the signature!) As an email.

AFC Public Services GmbH provides a telephone hotline for answering questions about written data entry:

Telephone hotline 0228–98579–85.

The hotline can be reached all year round Mon-Fri from 8:00 a.m. to 12:00 p.m. and in December, January, February and June, July, August also Mon-Fri from 12:00 p.m. to 6:00 p.m.

The State Office for Nature, Environment and Consumer Protection, North Rhine-Westphalia (LANUV) has transferred some of the tasks of the regional office according to §§ 58 a and b AMG since July 2015 to AFC Public Services GmbH, Dottendorfer Str. 82, 53129 Bonn. This includes receiving written communications to the regional office in North Rhine-Westphalia and entering them into the HI-Tier TAM database. Written communications have been chargeable since 01/01/2015. The forms intended for written communications have been optimized in terms of content and structure and given the new address data in order to simplify filling out and sending them.

Updated forms (here for download):

I type of use

II Stock date / stock changes for pigs, chickens, turkeys

IIa Stock date / stock changes for cattle

IIb balance sheet date / stock changes for fattening pigs from 30 kg

III drug use

IV Written insurance and / or zero report

V notification of a third party

The written communications are generally chargeable, with the exception of the zero report. The amount of the fee is based on the “General Administrative Fee Regulation NRW” in the version applicable within the current accounting period.

A written pet owner insurance (Form IV) is required every six months from every pet owner who is obliged to notify and has transferred reports on antibiotic use from AuA documents to the HI-Tier TAM database (also via third parties) or via Form III to the regional office to be submitted to the regional office the first 14 days after the end of the relevant reporting half-year (ie between January 1st and 14th and July 1st and 14th). Pet owner insurance is not required if these notifications have been transferred from the inventory book as an "application" or if antibiotics have not been used. In the latter case, a "zero report" (free of charge, on Form IV below) is recommended on a voluntary basis in order to avoid inquiries from the authorities.

In order to ensure a quick and correct data transfer to the HI-Tier TAM database, the LANUV asks the animal owners to provide complete and legible information on the new forms. Providing the animal owner's telephone and fax number makes it easier for the authorities / the AFC to make any necessary queries and helps avoid warnings or fines.

The pet owner can of course still enter his data (except for the pet owner insurance) directly into the HI-Tier TAM database and check the plausibility using the "TAM statistics, message overview on therapy frequency, TAM processes". Numbers may be entered under the column heading “Plausi” in the table that appears under “Display”. When you click, an explanatory text for the inconsistency is opened.

You can also find all new features and current forms on the LANUV homepage or on the AFC Public Services GmbH hotline. In addition, the local veterinary offices hold the forms for written notification and provide information on direct data entry into the HI-Tier TAM database.
